This is the final issue where Supergirl suffers from malfunctioning powers since she was given Dr. Kangle’s power-leeching pill back in Adventure Comics #402;  the off-and-on plot device never turned up again.  Kara encounters an undercover alien agent sent by a warlord named Gur; the agent places mind-controlling glasses on Supergirl, then sends her to do the same to her cousin, Superman.  With a plan to enslave all of Earth’s heroes in similar fashion, Gur indulges in sadistic games while Gur’s brother reveals that he’s growing tired of his sibling’s thirst for power.

Supergirl is freed from Gur’s control thanks to his brother’s intervention, and soon she’s the only one standing between the still-enslaved Superman and the Justice League.  Green Lantern succeeds in freeing Superman from Gur’s power as well, and the alien brothers wind up doing themselves in.  The Super-Cousins help Gur’s surviving people to make their way home.
